UNESCO Picks Nigeria for Pan-African Teacher Training Initiative Funded by Japan

Nigeria has been selected as one of five African countries to participate in a new mobile learning programme designed to improve how teachers receive professional training. The Federal Government launched the initiative today in partnership with UNESCO and the Pan African University, with funding from the Government of Japan.

The programme targets a problem that has quietly undermined Nigeria’s education system for years: teachers who want to improve their skills but cannot easily access the training to do so.

The initiative is called the Master Training Programme, and it runs under the theme of empowering female teachers and school leaders through mobile-based learning. It is being implemented through the Pan-African Virtual and Electronic University Initiative, known as PAVEU, a digital learning framework developed under the Pan African University to expand access to professional development across the continent.

The three-day programme is being run by Nigeria’s Federal Ministry of Education in collaboration with UNESCO’s International Institute for Capacity Building in Africa. The key feature is that the entire training is delivered through a low-data, offline-friendly mobile platform, meaning teachers can access learning materials even in areas with limited or no internet connectivity.

The ministry described the approach directly, saying the initiative leverages mobile technology to overcome barriers such as time constraints, geographical limitations, and inadequate infrastructure, enabling educators to access quality learning resources anytime and anywhere.

Nigeria’s inclusion in this programme reflects the scale of the country’s teacher development challenge. According to UNICEF, more than 70 percent of children in Nigeria currently lack foundational literacy and numeracy skills, a crisis that is partly tied to weak teacher capacity and uneven access to professional development opportunities.

Only 47 percent of Nigerian teachers possess basic ICT skills, according to the same UNICEF data, which limits how much benefit teachers can draw from digital learning tools without proper support and training first. Just 36 percent of Nigeria’s population uses the internet, which means any teacher training programme that requires consistent online access will automatically leave out a large portion of the workforce it is trying to reach.

These numbers help explain why the offline-capable mobile delivery model is not just a convenience feature. For many Nigerian teachers, it is the only model that can actually reach them where they are.

The programme places deliberate emphasis on female teachers and school leaders. This focus reflects a wider pattern across Africa where women in education often face additional barriers to accessing professional development, including geographic distance from training centres, domestic responsibilities that limit travel, and institutional biases that deprioritise women for leadership training.

By making training available through a phone, at flexible times, without requiring travel, the programme is designed to remove several of those barriers at once. The Federal Ministry of Education said accessible professional development is essential to strengthening learning outcomes and building a resilient, inclusive, and future-ready education system.

Nigeria joins Algeria, Cameroon, Kenya, and South Sudan in the initiative. The selection of these five countries reflects UNESCO’s focus on markets where teacher professional development gaps are most acute and where the mobile-first delivery model makes the most practical sense given connectivity limitations.

UNESCO estimates that the world will need approximately 44 million additional teachers by 2030, with sub-Saharan Africa alone requiring around 15 million new teachers to meet that target. Against that backdrop, finding faster and more flexible ways to train and upskill existing teachers is not just a policy priority. It is a practical necessity.

This launch fits into a broader set of education technology investments Nigeria has been making in 2026. Earlier this year, the Federal Government launched the HOPE-EDU programme, a $552 million education initiative expected to support approximately 29 million children, more than 500,000 teachers, and 65,000 public schools across the country through improved learning outcomes and upgraded education infrastructure.

UNESCO’s International Institute for Capacity Building in Africa has previously supported digital teacher development programmes across the continent, with a consistent focus on improving teacher competencies and strengthening national education systems through capacity building rather than infrastructure alone.

The Master Training Programme model works on a cascade principle. Rather than trying to reach every teacher at once, the programme trains a core group of master trainers who then go on to replicate the training within their own states and institutions. This approach is designed to multiply the reach of the initiative well beyond the initial three-day programme itself.

Nigeria’s learning crisis will not be solved by one programme. But the logic behind this initiative is sound. If the goal is better outcomes for Nigerian children, improving the skills and confidence of the teachers in front of those children every day is one of the most direct paths to that goal. Delivering that training through a low-data mobile platform rather than a classroom in Abuja is what makes it actually reachable for the teachers who need it most.
