The Nigerian Communications Commission (NCC) is drafting guidelines that will make networks tell subscribers more clearly how much data they’ve used and how much is left, its Executive Vice Chairman, Dr Aminu Maida, said at the 95th Telecom Consumer Parliament in Lagos on Tuesday, October 20, 2026. The plan for data-use alerts arrives as MTN Nigeria prepares to defend its data billing at a public mock trial in Abuja on Monday, October 26, so the question of where your data goes is now in front of the regulator and the biggest network in the same week.

Maida said the Commission is “developing usage notification guidelines to give subscribers clearer information about data consumption and balances”. He didn’t give a release date or say what form the alerts will take, so nothing changes on your line yet. He also said operators must make bundle offers easier to understand, so that you see a plan’s price, data allowance and validity before you pay for it.

75 million lines have already been paid for bad service this year

Maida said “75 million subscribers had received airtime compensation for poor network service” in 2026 under the Consumer Compensation Framework. If you’re on MTN and noticed a small airtime credit earlier in the year, we explained how those amounts were worked out in why some MTN lines got between ₦20 and ₦1,436. Maida was frank about the scheme’s limits, saying the payments “could not reverse the effects of missed business opportunities or failed communications.”

Nearly 3 million subscribers have also been refunded for airtime and data purchases that failed after money left their accounts, through a refund framework built with the Central Bank of Nigeria, the networks and financial service providers. The NCC said it is working with banks and operators to make those refunds faster. On outages, Maida said operators must explain what went wrong and when service is expected to return, which is the same pressure lawmakers applied this week when they gave the MTN, Airtel and Glo CEOs until October 28 to explain poor network quality.

MTN goes on trial over data, with journalists as the prosecution

MTN’s “Data on Trial” forum holds on October 26 at the Transcorp Hilton in Abuja, alongside the Nigerian Economic Summit. It’s set up like a courtroom, with journalists, influencers and consumer advocates acting as the prosecution, MTN’s senior executives defending the company, and an independent assessor weighing the evidence. Earlier sessions held in Lagos in June and at Ahmadu Bello University and Abia State University in September. MTN said “clear communication about data consumption and attention to subscribers’ concerns were important” to building confidence in its service.

Unwanted subscriptions are the other complaint MTN is facing. Speaking in Lagos on October 22, the network’s Chief Corporate Services and Sustainability Officer, Tobe Okigbo, said MTN monitors third-party value-added service providers and cuts off their access when their activities raise concerns. That matters if airtime keeps disappearing from your line after you never knowingly signed up for anything.

Codes that work on every network while the new rules are drafted

You don’t have to wait for the guidelines to keep a closer eye on your data. The NCC’s harmonised short codes are meant to work the same way on MTN, Airtel, Glo and T2, and the ones below cover balances, data plans, unwanted services and complaints.

NCC harmonised short codes for data and complaints
Data plan balance323
Buy a data plan312
Check airtime balance310
Stop a service you didn't want305
Do-Not-Disturb (send STOP)2442
Your network's customer care300

Texting STOP to 2442 blocks unsolicited promotional messages and calls, according to the NCC’s DND guide, while sending HELP lets you keep only the categories you want. If your data balance still drops faster than your usage explains, our guide to finding what’s eating your data on MTN, Airtel or Glo walks through the phone settings to check first.

When your network won’t fix a complaint, contact customer care first and insist on a complaint reference number, then take the case to the NCC on 622 if it isn’t resolved. Write that number down the moment customer care gives it to you, because it’s the first thing the NCC’s process asks you to have before it steps in.
